if one packet size is 256 bytes and netflow discarding header ,
which header if Ethernet header is 14 bytes IP header is 20 Bytes
and UDP header is 8 bytes but the difference is 18 bytes , which does not
match at all.

Hmmm...
the packet has 256 bytes of data or 256 bytes of lenght??? if its 256
bytes lenght, the difference is because netflow is discarding headers
and gives the answer in data size.
I'm not an netflow expert...it's just a guess :-)
