In order to evaluate and calibrate tools and techniques for bandwidth
estimation, CAIDA needs access to a test environment where links
can be reconfigured as well as saturated without affecting production traffic.
CAIDA's association with the San Diego Supercomputer Center resulted in a
unique collaboration with the CalNGI project. CAIDA jointly maintains
and uses portions of the
CalNGI Network Reference Test Lab.
