- Flows, if defined between end hosts, are short-lived and small in terms of packet volume.
- Aggregating by networks and ASes.
- If spatial locality is widespread, then aggregation creates “jumbo flows” - flows that are persistent and bigger in volume.
- If non-uniformity is widespread, then making reservations for selective jumbo flows can be cost-effective.
